Why a standard building inspection isn’t enough
If you’ve ordered a pre-purchase building and pest inspection, the electrical system is barely covered. Building inspectors note that the switchboard “appears old” or that “wiring was not tested” — they cannot open the switchboard, test circuits, or measure insulation resistance. They are not licensed to.
In NSW, only an electrician holding a current NSW Fair Trading electrical licence can carry out electrical safety testing, inspection and reporting work to AS/NZS 3000. Moonlight Electrical Group holds Licence Number 373818C and Level 2 ASP accreditation — which means we can also assess the consumer mains, meter box, and any service-line connections. That’s work that even most other licensed electricians can’t sign off on.
A standard building inspection covers structure, roofing, plumbing and visible defects. A dedicated electrical safety inspection covers the system that runs through every wall, ceiling and appliance in the home.
Australian standards we adhere to
There is no single “pre-purchase electrical inspection standard” in Australia, the most common reference for whole-property building inspections is AS 4349.1, but it doesn’t cover electrical testing in detail. Electrical safety inspection work is covered by:
- AS/NZS 3000:2018 — Wiring Rules. The core electrical installation standard for all of Australia and the reference for any non-compliance flagged in your report.
- AS/NZS 3019:2022 — Electrical installations: Periodic verification. Governs what is checked, tested and reported during an inspection of an existing electrical installation.
- AS/NZS 3760 — In-service safety inspection and testing of electrical equipment. Relevant for fixed and portable appliances.

Pre-purchase vs general home electrical safety inspections
The work performed is similar, the difference is what the report is used for.
Pre-purchase electrical inspection. Commissioned by a prospective buyer before settlement. The written report is structured for negotiation: defects are listed with severity, AS/NZS 3000 clause references where relevant, and indicative remediation costs. Buyers typically use the report to request a price reduction or walk away.
General home electrical safety inspection. Commissioned by a current homeowner, landlord or tenant. The same checks apply, but the report is structured for action — defects are listed by priority with remediation quotes. Most common triggers are an upcoming renovation, an insurance request, a flickering or tripping issue, a recent storm, a new tenant moving in, or a need for an electrical certificate of compliance.
In both cases, the inspection is voluntary in NSW, unlike Victoria’s mandatory rental electrical safety check scheme. NSW Fair Trading and SafeWork NSW strongly recommend periodic electrical inspections, particularly for homes built before 2000.

How long does an electrical safety inspection take?

Will the inspection affect my home insurance?
A clean inspection report can support an insurance claim or policy application. If defects are found, your insurer may require rectification before continuing cover, particularly for switchboards or wiring identified as a fire risk.
